The HIT-30 Program is implemented under the project-based incentives scheme. Investments within this scope are supported pursuant to the applicable Law, Decrees, and Communiqués. The relevant legislation can be accessed through the following instruments:

Projects to be carried out in the high-technology fields announced under the HIT-30 Program must have a minimum fixed investment amount of TRY 2 billion. Such projects are evaluated within the framework of the project-based incentive legislation. High-technology fields under the scope of the HIT-30 Program can be seen here

There is no fixed application deadline. However, once the targeted number of projects and capacity for a given call are reached, the receipt of new applications for that investment area will be closed.

The aim is to complete the investments by 2030. That said, depending on the subject and nature of the investment, final completion may be extended beyond 2030, provided that the investment reaches a specified stage by 2030.

Yes. Applications in high-technology areas covered by the HIT-30 Program but not currently subject to an open call may also be evaluated. Investment applications that meet the fundamental requirements of HIT-30 may be considered based on the characteristics of the investment, even if no call has yet been issued.

Yes. The HIT-30 Program will be implemented within the scope of the project-based incentive scheme and does not include any province-based differentiation.

Each project will be assessed separately. In addition, if there are complementary projects in different investment areas, they may be evaluated together within the integrity of the overall investment.

In order for the full scope of support under the call to be provided, it is expected that the investment criteria specified in the call will also be met. However, in cases where not all of the specified criteria are met, partial support may be provided at a level deemed appropriate for the project.

HIT-30 Program Application Process

You may submit your application by emailing the Program Office at hit30@sanayi.gov.tr. In addition to your application email, you must attach a presentation containing the following information regarding your project:

  • Company information (commercial details, management, shareholding structure, past and current fields of activity, etc.)
  • Investment information (financial size, employment, capacity, domestic content ratio, etc.)
  • Breakdown of total fixed investment (land/plot, buildings/construction, machinery/equipment, R&D and other expenditures, etc.)
  • Value added to be generated by the investment
  • Impact of the investment on the current account balance
  • Production flow chart for the product(s) to be manufactured and information on production processes
  • General market analysis
  • Financial (equity, financing, etc.) and technical (technology transfer, experience, etc.) capabilities, and project stakeholders.

Applications to the HIT-30 Program will be taken under evaluation by the Program Office within 15 business days at the latest, and you will be informed accordingly.

No. Projects found suitable by the Program Office are submitted—together with the Directorate General of Incentive Implementation and Foreign Investment—to the approval of the Ministry and then to the Presidency for issuance of a Presidential Decree pursuant to the project-based incentive legislation. Following the issuance of the Presidential Decree, the company must apply for the certificate via E-TUYS.

Land/plot, buildings/construction, machinery and equipment, any R&D investment expenditure (if applicable), and other investment expenditure items accepted under the investment incentive legislation.
